| Correctional Service Canada Senior IT Security Analyst April 2004 - Present As a member of the IT Security Risk Management Team Mr. Carr participated in project meetings for the Security Inteligence Network (SINet) project and provided risk management advice to the project manager, developers, and operators. He worked closely with the Departmental Security Officer and the departmental COMSEC Custodian. His extensive operational background was invaluable in developing the design, procedures, policy, and documtation for the large fleet of Taclane KG-175B (mini) Type 1 Encryptors and OMNI Secure Terminals. His familiarity with COMSEC and IT Security doctrine allowed him to provide policy and procedural guidance to the COMSEC staff. A/Manager Network Services September 2003 - April 2004 Mr. Carr was given the opportunity to act in place of his manager who was on language training. He quickly gained the confidence of the director and other senior staff. The Network Services portfolio includes Network Facilities, Messaging and Collaboration, Network Security, and External Connectivity. His focus during the 14 months that he acted was to maintain the stable local and wide area network infrastructure of Correctional Service Canada and to build the Network Security practice. He was instrumental in the development of the ITSD-02 Security Zone Archetecture as well as the development of the Correctional Service Canada Firewall RFP, Anti-Spam RFP, and URL Filtering RFP. His team implemented a Syslog server for the first time to collect logs from all security related devices and developed the processes to process those logs on a daily basis to identify problems. Mr. Carr's cool headed and effective management of two corporate wide virus infections and his ensuing efforts to prevent further infections gained him the support of the Director Infrastructure and Service Management, Director IT Security, and Director General Information Management Services. He was delegated the authority to shut down any or all of the corporate network including mission critical applications in a future crisis. Chief Network Security June 2003 - September 2003 Mr. Carr's manager asked him to take on the additional role of Chief Network Security when a colleague left Correctional Service Canada. He began for the first time to review firewall, active content filter, and proxy server logs and to encourage employees to adhere to Government of Canada and Correctional Service policy with respect to the use of Correctional Service Canada information processing assets. He used his ethical hacking skills to actively scan the network for rogue machines and his packet capture and analysis skills to monitor for changes in network traffic which might identify malware infection or policy violations by staff.
